OCC’s Bold Move: How Local Banks Can Enter the Stablecoin Market in 2027

0

The Office of the Comptroller of the Currency (OCC) is encouraging community banks to venture into the issuance of payment stablecoins, as new regulations are set to take effect in January next year.

On Monday, international news outlets reported that the OCC is urging local banks to explore becoming approved issuers of payment stablecoins, either directly or through their subsidiaries.

The OCC maintains that community banks’ participation in the stablecoin business could invigorate competition in the payment market and bolster the competitiveness of smaller financial institutions.

These regulations are slated to come into force on January 18, 2027. In guidelines released on October 21, the OCC clarified that compliance requirements for stablecoin issuers under the GENIUS Act will become effective on that date.

However, the banking sector continues to voice concerns about the expansion of the stablecoin market. U.S. banks are raising alarms that interest-bearing stablecoins could potentially draw deposits away from traditional banking products, prompting calls for more stringent regulatory measures.
