According to a report by the Sankei Shimbun, on May 31, a Chinese organization used artificial intelligence (AI) technology to spread posts criticizing the release of contaminated water from the Fukushima Daiichi Nuclear Power Plant in Japan.

OpenAI, the developer of ChatGPT, announced on May 30 that it had identified circumstances where five organizations based in Russia and China were using AI technology to manipulate public opinion. In a report on security threats using its services, OpenAI revealed that “an anonymous organization was using generative AI for programming and writing social media posts.

The posts covered a wide range of topics, including Russia’s invasion of Ukraine, the war in Gaza, and China’s political system.

It was also revealed that an organization wrote sentences in Japanese criticizing the release of contaminated water from the Fukushima Daiichi Nuclear Power Plant and posted them. OpenAI explained that the sentences created by these organizations were posted on social media, but there was little evidence that they were widely read.

There were also cases where the AI tool refused commands to create images for propaganda.

OpenAI announced that while these organizations’ influence is limited, it has blocked access to its services to prevent the misuse of AI technology and will strengthen future measures.
