Deputy Foreign Minister Kang Insun addressed the first meeting of the high-level session of the UN Conference on Disarmament in Geneva, Switzerland, on Monday. During the meeting, Kang condemned North Korea’s ongoing nuclear and missile development in violation of multiple UN Security Council resolutions. She urged Pyongyang to return to the negotiating table aimed at achieving Complete, Verifiable, and Irreversible Denuclearization (CVID) of all weapons of mass destruction and missile programs.

Kang also highlighted North Korea’s provision of weapons and ballistic missiles to Russia, as well as the deployment of over 11,000 troops, effectively sacrificing them as cannon fodder for the regime. She emphasized that these illegal activities pose a significant security threat to the international community.

The conference coincided with the third anniversary of the Ukraine conflict. Kang expressed deep concern over the deteriorating global security landscape and the erosion of international disarmament and non-proliferation norms. She underscored the critical role of the Geneva Conference on Disarmament as the world’s sole multilateral disarmament negotiation forum. She called for a concerted international effort to reinvigorate the conference amid these challenging global circumstances.
