North Korea has mobilized its citizens around the concept of cultural construction theory, presenting it as one of Kim Jong Un’s revolutionary ideas.

On January 23, Rodong Sinmun, the Workers’ Party’s official newspaper, published an article titled, Basic Principles of Cultural Construction. It stated that Kim’s revolutionary thought on cultural construction theory addresses fundamental issues that socialism must uphold and provides a clear path to overcome various challenges and obstacles successfully.

The article emphasized that this concept is closely related to another core governing ideology of Kim: the people-first principle.

The newspaper asserted that implementing the people-first principle in cultural construction is essential for meeting the demands and interests of the people. It urged that the Party and state’s superior people-oriented policies must tangibly impact citizens’ lives.

Notably, the paper clarified that the country’s grand construction projects are not due to excess funds, but rather aim to provide North Koreans with the world’s best and most civilized living conditions.

This statement appears to reinforce the notion that the ongoing large-scale construction of housing and local industrial plants across North Korea is intended to benefit the people and foster unity.

Furthermore, with the 9th Party Congress expected in February, it seems necessary to reiterate Kim’s key ideologies and policies to the public as a means of consolidating internal support.

The newspaper also emphasized creating a unique North Korean culture and civilization, stressing that citizens should take pride in their national identity. This aligns with another core ideology of the Kim era: self-reliance.
