Kim Yo-jong’s promotion to Department Head during the 9th Congress of North Korea’s Workers’ Party has been officially confirmed as her role as head of the Party’s Central Committee Administration Department. This designation emerged during a report on an event where Kim Jong Un presented new sniper rifles as special gifts to key officials and military commanders.

On February 28, the party’s official newspaper, Rodong Sinmun, reported that Kim Jong Un awarded these new-generation sniper rifles, developed and produced by the National Defense Science Institute, to major party leaders and military commanders at the Party Central Committee headquarters on February 27.

Kim Jong Un stated that he has faithfully fulfilled the historic duties entrusted by the Party, the revolution, the homeland, and the people, calling it a sign of absolute trust.

The newspaper mentioned that the recipients included members of the Workers’ Party’s Central Military Commission, key military commanders, the commander of the People’s Army’s combined forces, and guard unit commanders. Notably, Kim Yo-jong was specified as the Department Head of the Party Central Committee, alongside Jo Yong-won and Kim Jae-ryong, drawing attention to her newly confirmed position.

While the 9th Congress election results only revealed Kim Yo-jong’s promotion to Department Head, they did not specify her exact department or duties.

This designation signals more than just a title reveal; it indicates that Kim Yo-jong has ascended to a practical leadership role in party operations and is actively realigning the internal control mechanisms of Kim Jong Un’s singular leadership system.

The Administration Department typically oversees the party’s administrative, documentation, financial, and resource management. If it intersects with the supreme leader’s schedule and the flow of reports and directives, it could expand beyond support functions to include organizational, personnel, and oversight roles.

Yang Moo-jin, a professor at the University of North Korean Studies, described the Administration Department as essentially equivalent to a party secretary-general in Western terms, interpreting it as a sign of party control centered around the Kim family.

Some analysts suggest that the Administration Department was established around 2022, speculating that internal control functions previously held by security agencies may have been revived. If the department now encompasses administrative execution, directive communication, and oversight functions, Kim Yo-jong could consolidate both personal assistant and official administrative roles into a single power center.

The implications for succession dynamics are also noteworthy. Placing Kim Jong Un’s closest relative at the helm of party operations may be a strategic move to prepare for a potential regent-type role in future power succession.

Lim Eum-chul, a professor at Kyungnam University’s Institute for Far Eastern Studies, evaluated Kim Yo-jong’s appointment, stating it demonstrates that her official rank and actual control are approaching their peak.

However, how Kim Yo-jong’s messaging towards South Korea and the U.S. will be adjusted remains a point of interest. As inter-Korean relations deteriorate, her public engagement may decrease. Conversely, if the Administration Department now coordinates funds, personnel, and organization, it could broaden its influence over external affairs. While her role as a spokesperson may seem diminished externally, her influence as a power broker within the regime could grow significantly.
