North Korea has completed its assessment of the first quarter’s economic plan and initiated a review of tasks for the second quarter. The Cabinet convened an expanded plenary meeting to reevaluate the implementation of decisions from the 9th Party Congress and discuss strategies to execute the tasks outlined in Kim Jong Un’s policy speech.

On April 4, the Rodong Sinmun reported that the expanded Cabinet meeting was held via video conference the previous day. The meeting was led by Premier Park Thae-song, First Deputy Prime Minister Kim Tok-hun, and Deputy Prime Minister and National Planning Commission Chairman Park Jong-geun, with Cabinet members and officials from central and local levels in attendance.

During the meeting, participants reviewed the performance of the people’s economic plan for the first quarter. First Deputy Prime Minister Kim reported that the first quarter plans were successfully completed across various sectors, highlighting production competitions in areas such as Sangwon and Chunsong. However, he also acknowledged shortcomings and biases that emerged during the implementation process.

North Korea emphasized the need for unified and scientific guidance in managing economic activities while promoting a Cabinet responsibility system and a Cabinet-centered approach. The meeting stressed the importance of enhancing officials’ qualifications and leadership abilities, as well as prioritizing principles and data-driven decision-making in carrying out tasks.

The meeting also discussed execution strategies to fulfill the tasks outlined in Chairman Kim’s address to the Supreme People’s Assembly. Key agenda items included achieving economic self-reliance and modernization through scientific and technological advancements, bolstering industrial productivity in sectors such as coal, metals, chemicals, and electricity, and promoting construction and land management projects.

In the agricultural sector, officials called for measures to address climate challenges and meet this year’s production targets. The meeting also covered social policies related to education and healthcare, local development initiatives, environmental protection, and strategies to enhance national crisis response capabilities.

The meeting concluded by emphasizing the importance of executing the second quarter’s economic plan without delay and reinforcing the Cabinet’s role in achieving the goals set by the Party Congress.
