On Saturday, North Korea commemorated the 53rd anniversary of its socialist constitution, known as Constitution Day. During the occasion, the regime emphasized its concept of people-first politics by highlighting newly enacted and amended laws from the past 5 years.

The Workers’ Party’s official newspaper, Rodong Sinmun, reported on Saturday that numerous laws have been newly established or revised over the past 5 years to ensure the legal implementation of people-oriented policies.

The newspaper stressed that, under the leadership of the General Secretary, efforts are being intensified to implement people-first politics across all areas of national activity in full and to protect the well-being and welfare of citizens legally.

It noted that in March 2021, the 13th session of the 14th Supreme People’s Assembly adopted the Social Insurance and Social Security Law, which consists of 90 articles. The law outlines provisions related to social insurance benefits, expenditures, and the organization, operation, and responsibilities of social insurance agencies.

The newspaper reported that in the same year, the 14th plenary session adopted the Environmental Protection Law, which aimed to strictly enforce regulations to protect public health and provide citizens with hygienic living and working conditions. The 16th plenary session subsequently amended the Forestry Law.

The article also mentioned the Childcare Law, touting the superiority of the socialist system, in which people are valued above all else, and everything serves the public, ensuring that citizens’ lives and health are given top priority.

Furthermore, the newspaper reported the adoption of the Pharmaceutical Law in August 2022, amendments to the Public Health Law in 2023, and the deliberation and adoption of several other laws, including the Local Development 20×10 Policy Enforcement Law, the Farm Settlement Distribution Law, the Consumer Protection Law, the Grain Management Law, and the Intellectual Property Law.

On the same day, the newspaper emphasized on its front page that their constitution, which reveres the people above all and serves them diligently, is the lifeblood of state-building and a precious asset for all citizens.

It urged all officials, party members, and workers to strictly adhere to the constitution and establish a culture of lawfulness.
