On Monday, Representative Yoon Sang-hyun of the People Power Party criticized Unification Minister Chung Dong-young, stating that the Minister of Unification’s role is to manage inter-Korean relations, not to independently define South Korea’s messages toward North Korea.

Yoon addressed Minister Chung’s comments about North Korea’s nuclear facilities on Facebook, emphasizing that it must never forget that national security can crumble with just one careless statement.

He noted that following Minister Chung’s remarks about nuclear facilities, reports emerged that the U.S. has restricted some satellite intelligence sharing on North Korea, causing significant repercussions. While Minister Chung cited International Atomic Energy Agency (IAEA) statements and private research to mention Gusong, the IAEA Director General’s public comments only confirm Yongbyon and Kangson, without explicitly mentioning Gusong.

Yoon further argued that the 2016 Institute for Science and International Security (ISIS) report presented by the Unification Ministry merely estimates nearby facilities and doesn’t confirm currently operational enrichment sites. Estimation and confirmation are fundamentally different. Moreover, a minister’s statements are interpreted as diplomatic signals, not personal opinions.

He concluded that Minister Chung must explain to the public where Gusong is mentioned in the IAEA statements, why he presented ISIS report estimates as current facts, and his rationale for making such declarations as if officially confirming them in the National Assembly.
