Despite North Korea’s ongoing fortification efforts, including building barriers and laying mines around the Military Demarcation Line (MDL), defectors continue to emerge.

On September 17, a North Korean man defected by crossing the Northern Limit Line near Baengnyeong Island in a small wooden boat. Surveillance equipment spotted the boat before it crossed the NLL, and South Korean forces safely escorted him after detecting his approach.

This marks the third defection of a North Korean citizen since August. Earlier, on August 8, another North Korean crossed into South Korea through a neutral zone along the Han River estuary. On August 20, a North Korean soldier crossed the MDL.

South Korea resumed loudspeaker broadcasts toward North Korea on July 21, and experts believe these broadcasts are gradually starting to have an impact.

Since December, North Korea has been fortifying its borders by laying mines along key routes, removing streetlights, and dismantling tracks to disrupt land routes. Since April, they have also installed anti-tank barriers along with laying more mines and erecting barbed wire in the Demilitarized Zone.
