North Korea plans to convene a plenary session of the Workers’ Party Central Committee in mid-December.
The party’s official newspaper, Rodong Sinmun, reported on November 1 that the Political Bureau of the Central Committee has decided to call the 13th plenary meeting of the 8th Central Committee. The meeting aims to review the implementation of party and state policies for 2025 and address critical issues, including preparations for the 9th Congress of the Workers’ Party of Korea.
On Page 2, the paper covered the 80th anniversary celebration of Rodong Sinmun held at the People’s Culture Palace. Deputy Chairman Joo Chang-il emphasized that Rodong Sinmun is at its peak in the new era of the Juche revolution. He stressed that when the party newspaper remains steadfastly committed to its mission as the vanguard of party ideology, its invincible power will continue to grow.
The same page reported that Foreign Minister Choe Son-hui returned via private jet after completing diplomatic visits to Russia and Belarus on October 31. It also noted that Alexander Kozlov, Russia’s Minister of Natural Resources and co-chair of the bilateral Economic and Scientific Cooperation Committee, met with North Korea’s Minister of External Economic Relations, Yun Jeong-ho, at the Mansudae Assembly Hall to sign a protocol.

Page 6 emphasized the importance of maintaining a strong anti-imperialist class consciousness as generations change and the revolution progresses. The paper alleged past U.S. troop massacres in Kumchon County, asserting that the memory of these events continues to expose American imperialist brutality and calls for a thousand-fold retribution.
