North Korea is accelerating its local development initiatives by launching construction projects for factories and hospitals across various regions in anticipation of the 9th Party Congress.

The Workers’ Party’s official newspaper, Rodong Sinmun, reported on its front pages on Tuesday that groundbreaking ceremonies were held on Monday in Hwapyeong, Pyeonggang, Riwon, Myonggan, and Samsu counties. The newspaper stated that during these events, soldiers and construction workers committed to completing the projects to the highest standards, vowing to make this year shine as one of local revolution.

Page 3 announced the opening of the 11th National Sketch Festival commemorating Kim Jong Il’s birthday (February 16). According to the report, youth and children from across the nation submitted over 390 works depicting Kim’s revolutionary life and achievements.

Page 4 featured an article titled, The Entire Nation Overflows with Loyalty and Patriotism as We Approach the Party Congress. The newspaper particularly emphasized the need for party officials in various regions to focus their efforts on political propaganda and economic mobilization activities.

Page 5 underscored the importance of fostering scientific and technological talent. The paper noted that as cities and counties face increasing demand for skilled workers to implement the new era’s local development policies, measures must be taken to enhance the capabilities of these workers.

On page 6, the newspaper emphasized the importance of frugality among citizens. It cautioned that as the saying goes, It’s like pouring water into a bottomless pit – no matter how much it creates and produces, if it doesn’t actively practice thrift, it cannot adequately accumulate the material wealth needed to improve people’s lives.
