North Korea has emphasized the implementation of decisions from the 9th Party Congress and the policy speech at the Supreme People’s Assembly. The regime has presented a comprehensive message covering various sectors, including economic assessments, education of future generations, youth mobilization, internal discipline, and production for daily life.

On April 4, the Rodong Sinmun, the Workers’ Party’s official newspaper, reported on the expanded Cabinet meeting, praising the successful completion of the first quarter’s economic plan. The paper stressed the need to bolster the Cabinet’s responsibility and central role in governance, while achieving unified and forward-looking leadership in economic affairs.

The newspaper also underscored the importance of carrying out tasks outlined in the policy speech. It declared that the three revolutions of ideology, technology, and culture must be upheld as the guiding principle of socialist construction. The paper emphasized the need to enhance economic self-reliance and modernization while simultaneously boosting industrial productivity and meeting agricultural targets.

The second page highlighted Kim Il Sung’s love for future generations, describing it as the most devoted and proactive form of human love. Anecdotes about students from Dongjuri were shared, reinforcing Kim’s image as a leader who cherished children above all.

The third page focused on the Party’s ‘motherhood’ narrative, reiterating Kim Jong Un’s statement that its party is a motherly party. A personal account described the unique honor bestowed upon families within the embrace of this motherly party. It emphasized Kim Il Sung’s words, he is our person, conveying how the Party’s trust can transform an individual’s destiny.

The fourth page aimed to energize youth mobilization efforts, asserting that the enthusiasm of young people responding to the Party’s call is crucial for invigorating the entire nation. It repeatedly used phrases like revolutionary fervor and patriotism are at their peak and it has rallied for increased production, highlighting examples from coal mines, farms, and construction sites.

The fifth page prominently featured the concept of official accountability, stating that in conclusion, the level of workers’ responsibility directly correlates with their practical ability. It criticized certain regions for displaying irresponsible work attitudes and perfunctory task execution, noting that land management efforts have stagnated year after year.

The sixth page linked herbal cultivation to health and lifestyle issues, designating April and May as herb cultivation months. It called for a nationwide effort to create herb and medicinal plant forests, emphasizing the need to expand herbal cultivation into a grassroots movement.
