North Korea is intensifying efforts to strengthen ties with its allies, China and Russia, as the U.S.-China summit approaches in May. With ongoing speculation about potential North Korea-U.S. contact during President Donald Trump’s visit to China, analysts suggest Pyongyang is leveraging its relationships with major powers to prepare for possible dialogue with Washington.

Wang Yi, a member of the Political Bureau of the Chinese Communist Party’s Central Committee and Foreign Minister, announced a two-day visit to North Korea at the invitation of Pyongyang’s Foreign Ministry. This marks Wang’s first trip to North Korea in about 6 years and 7 months, since September 2019. He is expected to meet with Foreign Minister Choe Son-hui in Pyongyang, with speculation of a possible audience with Kim Jong Un, the Workers’ Party General Secretary.

While the official purpose of Wang’s visit remains undisclosed, both nations likely recognize the need for strategic communication ahead of Trump’s China visit and the U.S.-China summit scheduled for May 14-15.

The upcoming U.S.-China summit is expected to address complex global issues. Given Trump’s continued interest in dialogue with Kim, the Korean Peninsula situation could emerge as a key agenda item.

Beijing appears poised to position itself as a mediator between Pyongyang and Washington by coordinating with North Korea in advance. China is likely to emphasize its influence over North Korea as crucial for addressing the nuclear issue, a top U.S. concern.

Observers anticipate that Wang will directly assess Kim’s willingness to meet with Trump, including potential timing and format. Last October, during the Asia-Pacific Economic Cooperation (APEC) summit in Gyeongju, Trump signaled his desire to meet Kim, but received no response.

Recently, North Korea has indicated through its 9th Party Congress and Supreme People’s Assembly that it remains open to dialogue with the U.S., given the right conditions. Publicly, Pyongyang demands recognition as a nuclear state as a prerequisite for negotiations.

Wang’s visit allows North Korea to showcase its strong ties with China to the U.S., bolstering its diplomatic position. While Trump touts his personal rapport with Kim and pushes for a high-profile meeting, North Korea aims to convey that a one-on-one encounter is not as straightforward as Washington might assume, especially given Pyongyang’s aspirations for a new multipolar system based on its alliance with China and Russia.

Commemoration of Troop Deployment to Russia Set for April… Possible Visit by Senior Russian Officials to North Korea
Pyongyang is set to further solidify its relationship with Moscow, which has become a close ally due to the Ukraine conflict.

North Korean state media reported on April 3 that Kim announced plans to visit the construction site of the Overseas Military Operations Combat Merit Memorial Hall, dedicated to fallen Russian soldiers. Kim stated that a solemn ceremony to inter the remains of the fallen heroes will be held in mid-April, along with a completion ceremony marking the first anniversary of the Kursk Liberation Operation’s conclusion.

Given North Korea’s declaration of the Kursk operation’s end on April 27 last year, the interment ceremony for Russian troops and the memorial hall’s inauguration are expected to occur simultaneously or in quick succession in mid-April. There is speculation that a high-ranking Russian official may visit North Korea to underscore the events’ significance and the strengthened North Korea-Russia relationship.

North Korea appears to be downplaying its traditionally major April political event, Kim Il Sung’s birthday (Day of the Sun, April 15). This focus on reinforcing ties with China and Russia suggests Pyongyang is closely monitoring potential U.S.-North Korea dialogue prospects following the May U.S.-China summit, emphasizing diplomatic support and coordination with its allies.

In a separate development, North Korea announced tests of short-range ballistic missiles (SRBMs) equipped with cluster munitions and new weapons systems, including electromagnetic pulse (EMP) devices and carbon fiber decoys, conducted from Monday to Wednesday. This move appears aimed at demonstrating the regime’s military capabilities.

Notably, this information was only reported by the state-run Korean Central News Agency and not in domestic publications like Rodong Sinmun, indicating that the tests were primarily intended to project strength to external audiences, particularly South Korea and the U.S. This approach suggests an effort to remind these nations that they must contend with a militarily robust North Korea.

Professor Lim Eum-chul from Kyungnam University’s Institute for Far Eastern Studies commented that the weapons North Korea unveiled today are key components of an asymmetric strategy designed to neutralize the advanced capabilities of the U.S.-South Korea alliance. By limiting reports to external media, Pyongyang aims to maximize its diplomatic leverage through displays of military prowess.
