A delegation from North Korea’s Ministry of Social Security and Russia’s Ministry of Internal Affairs signed an agreement in Pyongyang to enhance exchanges and cooperation between the two countries.

The state-run Rodong Sinmun reported on Wednesday that North Korea’s Minister of Social Security Bang Du-seop and Russian Minister of Internal Affairs Vladimir Kolokoltsev held talks the previous day at the Pyongyang City Hall. The newspaper stated that they engaged in in-depth discussions on expanding exchanges and cooperation, sharing achievements and experiences in law enforcement from both countries.

Following the talks, they signed a 2026-2027 Delegation Exchange Agreement. The newspaper described the meeting as taking place in a comradely and friendly atmosphere, noting that the Ministry of Social Security hosted a welcoming banquet for the delegation that evening.

On the front page, an article titled, Mobilize All Resources to Prevent Drought Damage to Early Crops, reported that most regions of the country are experiencing an unusual drought. The growth of early crops such as wheat and barley in rural areas is being impeded by these dry conditions.

Page 3 covered commemorative banquets for the 9th Congress of the Workers’ Party held at North Korean embassies worldwide, including locations in Russia, China, Southeast Asia, Europe, and beyond.

The paper also reported that a congratulatory delegation from the Korean Youth Alliance in Japan, led by Chairman Ri Kwang-il, arrived in Pyongyang on the 21st. They were welcomed at Pyongyang International Airport by Kim Sung-il, Vice Chairman of the Socialist Patriotic Youth Alliance, and Kim Ho-chul, Director of the Overseas Korean Affairs Bureau.

An article on page 4 titled, The Dangers of Sidelined Focus, emphasized the critical importance of localizing equipment, materials, and raw materials. It warned that success in localization depends on commitment, cautioning that a lack of focus could lead to dependence on foreign resources and ultimately undermine faith in the socialist system.

Page 5 boasted of nationwide tree-planting efforts, with hundreds of millions of trees planted this spring. Another article, Surface-Level Engagement is Insufficient, highlighted the growing trend of scientific farming, noting increased efforts to implement advanced agricultural technologies across the country.

The sixth page announced the successful progress of Flower Festival 2026. It described visitors’ amazement at green decorative areas that transformed rooftops into relaxation and recreation spaces, featuring grass, various flowers, and rest areas.
