In an unprecedented cooling of inter-Korean relations following North Korea’s declaration of hostile states, an unusual exchange project between the two Koreas has captured attention. Of particular interest is the resurgence of Ri Ho-nam, a figure long associated with inter-Korean affairs.

On Monday, the Ministry of Unification and Jeju Special Self-Governing Province reported that Jeju had sent 156 million KRW (approximately 102,800 USD) worth of aid to North Korea’s Korean Association for the Support of the Disabled. The shipment included a dialysis machine, forest pest control chemicals, and 50 Hallabong citrus saplings, funded by Jeju’s inter-Korean exchange cooperation budget.

In February, Jeju officials met with North Korean counterparts in Beijing. Reports indicate that Jeju Governor Oh Young-hoon met with Ri, a North Korean businessman, during these talks.

Ri first gained notoriety in 1998 during the Black Gold incident. He was identified as the North Korean contact for Park Chae-seo, a South Korean agent sent by the National Intelligence Service to conduct operations in North Korea. Ri operated under the alias Ri Cheol at that time.

Known to operate primarily in China and Southeast Asia, Ri gained the trust of North Korea’s top leadership by facilitating Park’s visit to Pyongyang and arranging a meeting with then-leader Kim Jong Il.

After lying low following the Black Gold incident, Ri resurfaced in October 2006 during the Roh Moo-hyun administration. He met with Ahn Hee-jung, a close aide to President Roh, to discuss a potential inter-Korean summit.

Recently, Ri has been implicated in the Ssangbangwool North Korea remittance scandal, highlighting his continued involvement in various inter-Korean initiatives. Despite his influence, Ri remains a behind-the-scenes operator, never appearing in official talks between the two governments.

Little is known about Ri’s background beyond his use of appropriate business cards in meetings with South Korean officials. Some speculate that he may be a key operative from North Korea’s Reconnaissance General Bureau, responsible for operations against South Korea.

Ri’s direct involvement in facilitating this exchange project with Jeju has led to speculation about a potential shift in North Korea’s approach toward South Korea.

Multiple civic groups report that Ri has attempted to engage with various South Korean figures even after President Lee Jae Myung took office. This could indicate an effort to create unofficial channels for inter-Korean relations, separate from government-level communications.

Historically, during periods of strained relations, North Korea would receive South Korean aid through intermediaries in China or Southeast Asia. These intermediaries would purchase goods with South Korean funds and send them to North Korea via third countries, or ensure that South Korean goods were imported under their names.

While this recent project followed a similar third-party approach, reports suggest that it involved more direct discussions, with Governor Oh and Ri meeting in person.

Some analysts speculate that Ri may have acted independently without official approval from Pyongyang. Others suggest that North Korea may be using Ri as a channel to gauge the intentions of the Yoon administration, which has advocated for peaceful coexistence.

Oh Kyung-seop, a researcher at the Korea Institute for National Unification, noted that it’s unlikely that Ri would have proceeded with such a significant matter without reporting to North Korean authorities.

However, given North Korea’s current refusal to engage in official dialogue with South Korea, many experts believe this exchange is unlikely to lead to a full resumption of inter-Korean cooperation projects. Some predict that media coverage of this event may actually hinder ongoing unofficial communications.

Oh emphasized that it shouldn’t overstate the significance of this case in terms of North Korea’s hostile stance toward South Korea. It appears that while officially maintaining a policy of severing ties, North Korea is selectively accepting necessary goods behind the scenes.

He added that North Korea’s response to this news will be crucial to watch, suggesting that Pyongyang might temporarily refrain from further contacts with Seoul.
