SpaceX, the American aerospace company, is expanding the military applications of commercial space technology. They’re providing communication networks to Ukraine via low-orbit satellites during the Russia-Ukraine conflict and strengthening their partnership with the U.S. Department of Defense. In response, the South Korean military has initiated research to develop a framework for leveraging commercial space industry technology for military purposes.

Military sources revealed on Friday that the Joint Chiefs of Staff (JCS) has recently issued a call for proposals for a study titled, Research on Military Space Architecture Integrating Commercial Space Capabilities. They are currently seeking an organization to conduct this research, with results expected around October.

In this context, architecture refers to a blueprint that outlines the structure, components, and their interrelationships within a system or product.

A JCS spokesperson highlighted the rapid advancements in the commercial space sector, including microsatellites, commercial satellite imagery, satellite communications, space situational awareness, and information analysis services. While the North Atlantic Treaty Organization (NATO) and other entities have already formulated strategies to incorporate commercial space capabilities into military space power, the South Korean military’s utilization of commercial space resources remains fragmented. It currently relies on individual projects and ad hoc contracts, lacking a systematic approach to integrating these capabilities from a joint operations perspective.

The JCS recognizes the need to establish a framework for leveraging civilian space industry capabilities that accounts for both wartime and peacetime scenarios. This includes developing legal and contractual foundations to ensure stable access to commercial services and integration with joint space operation command and control systems.

In 2024, the U.S. Department of Defense unveiled its Commercial Space Integration Strategy, while the U.S. Space Force (USSF) released its Commercial Space Strategy. These initiatives outline the U.S. approach to integrating military and commercial space sectors, aiming to reduce defense budget pressures while harnessing rapidly evolving civilian space technologies for military applications.

The JCS has identified key research objectives, including developing fundamental concepts for military utilization of commercial space capabilities and defining the scope for applying commercial space resources in joint space operations.

The study will also analyze the policies and architectural models for military use of commercial space in leading nations, as well as assess the current status and limitations of the South Korean military’s utilization of civilian space technology.

Moreover, the JCS aims to examine the essential components for conducting joint space operations, such as space assets, information systems, networks, command and control structures, and regulatory frameworks. This analysis will help establish their interconnections, functions, and roles, ultimately leading to the design of a South Korean-specific commercial space utilization architecture.
