North Korea Nears Completion of 10,000 Housing Units in Phase 3 of Hwasong District

The construction of 10,000 housing units in Phase 3 of the Hwasong District new city project in Pyongyang, North Korea, is nearing completion.

On Tuesday, Rodong Sinmun, the official newspaper of the Workers’ Party of Korea, reported that Premier Pak Thae Song inspected various sites, including the construction of the 10,000 housing units in Phase 3 of the Hwasong District, which is now close to completion.

According to the newspaper, Pak stated at the construction site that all architectural projects, including the landmark service complex, must be completed at the highest quality without any flaws. He also emphasized the need for thorough final preparations for the inauguration ceremony and urged construction supervision officials to fulfill their responsibilities.

The 10,000-unit housing project for Phase 3 of the Hwasong District, over which Workers’ Party General Secretary Kim Jong Un personally presided at the groundbreaking ceremony on February 23, 2024, is now in its final stages.

Since Kim personally attends both the groundbreaking and inauguration ceremonies for Pyongyang’s 50,000-unit housing construction project each year, he will also appear at the Phase 3 completion ceremony.

Pak’s visit to the construction site is interpreted as a final inspection ahead of Kim Jong Un’s expected attendance at the inauguration.

The first phase of the Hwasong District project, which began in February 2022, was completed on April 16, 2023, the day after the Day of the Sun (North Korea’s celebration of Kim Il Sung’s birthday). The second phase, which started in February 2023, was completed on April 16, 2024. The project’s fourth phase was officially launched on February 16, 2025, with Kim Jong Un attending the groundbreaking ceremony.

Based on this pattern, the completion of Phase 3 is also expected to be announced around April 2025.

During his visit, Pak also inspected the Phase 4 construction site, where another 10,000 housing units are planned, and encouraged officials and workers.

He emphasized that as the scale of construction has expanded with additional projects, construction planning and management must be meticulously executed. He ordered that labor deployment and material supply measures be established in advance and that the operational efficiency of construction equipment be maximized to ensure strict adherence to the overall construction schedule from the foundation phase onward.

During an on-site meeting, officials discussed urban landscaping issues, including housing zoning, surrounding greenery, and terrain adjustments in the Hwasong District.
