
The government is ramping up efforts to expand overseas online sales channels for small businesses and small and medium enterprises (SMEs). Rather than simply facilitating entry into foreign platforms, the strategy aims to boost actual sales performance in international markets by broadening support to include marketing, logistics, and brand development.
According to the Ministry of SMEs and Startups, the government is enhancing export support for small businesses and micro-enterprises through overseas online platforms this year. The core focus is on building a phased support system to help these businesses establish a foothold in foreign markets, covering everything from platform entry to local marketing, logistics, and brand cultivation.
Comprehensive Support: From Platform Entry to Marketing and Logistics
The flagship initiative is the Overseas Online Platform Sales Support program, spearheaded by the Ministry and the Small Enterprise and Market Service (SEMAS). This year, they’re targeting 1,600 small businesses either already selling on or preparing to enter global platforms like Amazon, Shopee, and Qoo10 Japan.
The program encompasses platform entry support, utilization assistance, and logistics aid. The ongoing utilization support offers consulting on platform operations, keyword advertising, banner ads, and review management. Businesses exceeding certain sales thresholds receive tailored programs to boost brand awareness, including influencer marketing and social media promotions.
Top performers will have the chance to participate in local online-to-offline (O2O) exhibitions abroad. Future plans include rolling out support for platform entry and logistics to cover the entire overseas sales process.
The Ministry has also launched the Brand Small Business Jump-Up program this year. This initiative provides package support for high-potential small businesses, covering brand strategy development, content creation, overseas promotion, and market expansion, aiming to nurture global brands.
The Korea SMEs and Startups Agency is facilitating market entry through export vouchers and global marketing initiatives. Meanwhile, SEMAS is strengthening the online export infrastructure by expanding access to B2B platforms and export consulting in partnership with the Korea Trade-Investment Promotion Agency (KOTRA).

An industry insider noted that in the past, just getting onto Amazon or Shopee was an achievement. Now, without effective advertising, review management, and search algorithm optimization, sales are virtually impossible. Given small businesses’ limited experience with platform operations, government support in marketing is a practical lifeline.

While the industry largely applauds the government’s policy direction, there’s consensus on the critical need for sustained support.
Long-term success hinges more on securing local consumers, encouraging repeat purchases, and building brand recognition than on initial platform entry. This necessitates ongoing marketing and logistics support.
A small cosmetics exporter remarked that on overseas platforms, operational skills in advertising, search visibility, and logistics management are more crucial than mere entry. Government support should extend beyond initial entry to encompass local marketing strategies and sales data analysis.
A Ministry official stated that in overseas online markets, product quality alone isn’t enough. It’s crucial to effectively communicate with local consumers and drive purchases. It’s committed to supporting small businesses in pioneering new overseas sales channels through phased assistance in platform entry, promotion, and logistics.
