
The Ministry of Unification has evaluated that the recent personnel changes made during North Korea’s 9th Workers’ Party Congress, which began on February 19, emphasize Kim Jong Un’s efforts to tighten his control over state affairs through a generational shift.
During a press briefing on Tuesday, a Ministry official stated that while it’s premature to offer a comprehensive assessment since the party congress is still ongoing, it can confirm that on the fifth day, the first expanded meeting of the 9th Central Committee was held, focusing on key organizational appointments and discussions.
The official elaborated that they’ve observed significant reshuffling within the Political Bureau, including its Standing Committee, members, and candidate members, as well as the Central Military Commission. Notably, the number of party secretaries has increased from 7 to 11, and the international secretary position appears to have been reinstated. These changes suggest that the generational shift is likely aimed at bolstering Kim’s grip on state affairs and enhancing the party’s overall leadership capacity.
On the previous day, North Korea officially elected the 9th Central Committee leadership, which will guide the Workers’ Party for the next five years. This new leadership consists of 249 members and candidate members elected during the ongoing 9th Party Congress.
Among the noteworthy appointments, Kim Yo-jong has been promoted from deputy director to director and has regained her position as a candidate member of the Political Bureau. Kim Jae-ryong has also advanced from member to standing member of the Political Bureau. Interestingly, Jo Yong-won, a key figure often referred to as Kim’s chief of staff, has been removed from his roles as party secretary and director. However, he seems to have maintained his political influence, prompting speculation about his future role in the regime.
Regarding Kim Yo-jong’s promotion and return to the Political Bureau, the official commented that as the specific department she will lead hasn’t been disclosed, it needs to closely monitor her role. It’ll also be watching for her potential involvement in inter-Korean and foreign affairs. He added that North Korea has been actively developing its diplomatic ties with Russia and China, suggesting that the reinstatement of the international secretary position could signal a renewed focus on foreign policy initiatives.
As for the ongoing congress, now in its sixth day, the official explained that it doesn’t anticipate a lengthy process for adopting the resolutions.
It’s worth noting that Kim’s daughter, Ju Ae, has not made any public appearances during this party congress. The Ministry of Unification is reportedly keeping a close eye on the possibility of her appearance at related events, such as the military parade expected to take place after the congress concludes.
