The Electronics and Telecommunications Research Institute (ETRI) unveiled on Wednesday a groundbreaking artificial intelligence (AI)-powered Korean language education technology. This innovative system, dubbed topic-guided free conversation, enables foreign learners to engage in natural dialogue while ensuring they don’t fall behind on their curriculum.
In a blind evaluation conducted by an external organization late last year, this technology outperformed OpenAI’s GPT-4o-mini and GPT-5.1, securing the top score in the speaking category.
While traditional generative AI often struggled to maintain learning objectives during free-flowing conversations, ETRI’s AI is designed to subtly guide learners through predetermined learning stages. It accomplishes this by providing conversation topics that encourage free expression while secretly advancing a structured learning plan.
The technology’s core features include an accurate assessment of conversation progression, seamless transitions between stages, a dual AI structure combining specialized and general-purpose models, and a system to filter out redundant questions. These innovations have significantly improved response consistency and mitigated data leakage concerns.
The blind evaluation, which involved 102 foreign learners, revealed that ETRI’s AI achieved a 93.8% appropriate response rate, edging out GPT-4o-mini (91.0%) and GPT-5.1 (90.9%). It also boasted the lowest error rate at 18.6% and was preferred in 8 out of 10 conversation scenarios.

However, GPT models still held an edge in question diversity and expression variety.
ETRI researchers are committed to further enhancing the technology’s performance, particularly in data-scarce environments.
The current test version of the AI Korean teacher has expanded beyond speaking to include reading and writing skills. It now offers features such as situational speaking practice, open-ended conversations, reading comprehension dialogues, and automated essay grading.
ETRI is also developing a cutting-edge learning platform using smart glasses. This system integrates a web engine into the glasses, allowing for voice-activated language learning and communication without additional input devices. It creates an immersive learning environment by leveraging surrounding information for real-time Q&A sessions, eliminating the need for manual data entry or photo uploads.

The smart glasses platform combines ETRI’s compact language model with GPT technology, optimizing role distribution and responsiveness. Future developments will focus on user data accumulation, performance enhancements, and model optimization.
Dr. Hwang Geum-ha, lead researcher at ETRI, believes this AI will be a game-changer for learners who lack opportunities to converse freely with native speakers. Dr. Lim Soo-jong, project director, emphasized that the external blind evaluation has validated the competitiveness of their specialized Korean language education AI. He added that they aim to refine it into a globally trusted educational service for Korean language learners worldwide.
This research is part of a broader initiative by the Ministry of Science and Information and Communications Technology (ICT) to develop foundational technologies for semi-supervised language intelligence and create Korean tutoring services tailored for foreign users.
