North Korea has asserted that the “party secretaries of provinces, cities, and counties ” are responsible for implementing local development policies, urging them to commit to an ideological campaign fully.

On Wednesday, the state-run newspaper Rodong Sinmun featured an editorial on its front page titled “Party Committees of Provinces, Cities, and Counties Must Fulfill Their Responsibility as Masters in Implementing Local Development Policies.” The article emphasized the need for full dedication to the effort and urged a commitment to successfully implementing local development policies.

The editorial called on “party committees across all provinces, cities, and counties to take ownership of their responsibilities in implementing local development policies” and to adopt a “master-like attitude and approach.”

It further emphasized that this is a “critical requirement to maintain the people’s trust in the party and the state,” noting that “local development policies are a promise our party made to the people and represent a significant national task that must be resolved at all costs.”

Provincial party secretaries were urged to “enhance their guidance efforts” by fostering a proactive and initiative-driven mindset, mastering party policies and their execution, and ensuring that every on-site instruction is both practical and essential.

The editorial highlighted the need to intensify ideological work to mobilize the populace’s mental strength. It advocated for an offensive and multi-dimensional approach to ideological education to instill the core principles of local development policies.

To achieve these objectives, the newspaper advised that it is essential to systematically instill the noble intentions of the Party Central Committee in officials, party members, and workers to provide the public with more civilized and happier living conditions. It emphasized that the transformation of local industrial factories should reinforce the party’s greatness and benevolence in the people’s minds.

As the year approaches, North Korea appears to be increasing pressure on officials to deliver economic results by reiterating the 20X10 Local Development Policy, initially introduced by the leader Kim Jong Un earlier this year. This initiative aims to revitalize local economies over the next decade by constructing modern factories in 20 cities and counties yearly, with groundbreaking beginning in February.
