As North Korea’s Workers’ Party prepares for a key plenary meeting at the end of June to review the first half of the year, authorities are intensifying efforts to implement party decisions without fail.

On Monday, Rodong Sinmun, the official party newspaper, urged, “All party organizations must closely examine the status of decision implementation and launch more aggressive organizational and political campaigns to ensure every task is completed without a single unresolved issue.”

The newspaper emphasized, “This year is significant as it marks the 80th anniversary of the party’s founding. It’s also a crucial year to successfully conclude years of struggle to implement the decisions made at the 8th Party Congress and to summarize our achievements proudly.”

It also referenced several key national initiatives, including the final phase of the five-year capital city construction plan, the building of health, general service, and grain management facilities alongside local industrial plants, and the establishment of a coastal aquaculture base in Rakwon County. The article stressed that these projects must be completed “perfectly, without even the slightest compromise,” to set the stage for a victorious second half of the year.

The newspaper called on party organizations to intensify ideological campaigns without pause, “reinstilling the revolutionary, fighting, and patriotic spirit among the masses by reintroducing the status of implementation in each sector and unit.”

It further highlighted the need for rigor and precision in execution: “At every moment, we must assess how party decisions are being carried out—whether there are shortcomings or any instances of superficial implementation. Concrete measures must be identified and rigorously executed to ensure completion. Each article of the party’s resolutions must be enforced thoroughly.”

Back on May 22, the Politburo of the Central Committee announced plans to convene the 12th Plenary Session of the 8th Party Central Committee later this month. The agenda is expected to include a mid-term review of major party and national policies for 2025, planning for the second half of the year, and the discussion of other key issues.

With this year marking not only the party’s 80th anniversary (October 10) but also the final year of the Five-Year National Economic Development Plan unveiled at the 8th Party Congress in 2021, North Korea appears to be ramping up pressure from the mid-year review onward to deliver tangible results.
