Reports surfaced on Tuesday that the Lee Jae Myung administration plans to unveil new guidelines for its North Korea policy, possibly as early as this year. This announcement is expected to outline the government’s fresh approach and strategies for engaging with North Korea, with analysts suggesting it aims to finalize the administration’s stance on inter-Korean relations.

President Lee, during his Liberation Day address on August 15, laid out three core principles for North Korea policy: respecting the North Korean regime, rejecting forced unification, and committing to avoid hostile actions.

Later, in September, while delivering a keynote speech at the United Nations (UN) General Assembly in New York, he introduced the E·N·D Initiative. This framework, focusing on Exchange, Normalization of relations, and Denuclearization, aims to end the era of hostility and confrontation on the Korean Peninsula through comprehensive dialogue.

The forthcoming announcement is anticipated to elaborate on institutionalizing the government’s principle of peaceful coexistence, establishing foundations for mutual growth, and advancing the vision of a nuclear-free Korean Peninsula. These elements are seen as crucial components in completing the administration’s comprehensive North Korea policy strategy.

Since taking office in June, the Lee administration has taken several steps to ease tensions. It halted loudspeaker broadcasts along the inter-Korean border and tightened controls on the distribution of anti-North Korean leaflets. In July, the government discontinued shortwave radio broadcasts operated by the National Intelligence Service, ending a 50-year practice. More recently, in November, it proposed military talks between the two Koreas, demonstrating a series of conciliatory gestures aimed at reducing regional tensions.
