The Ministry of Unification has declared its commitment to work towards the denuclearization of the Korean Peninsula, following the absence of terms like denuclearization of the Korean Peninsula or North Korean denuclearization in the National Security Strategy (NSS) of the second Donald Trump administration.
During a regular press briefing on Monday, Ministry spokesperson Yoon Min-ho addressed the omission of Korean Peninsula denuclearization from both the U.S. NSS and China’s Military Expenditure Reduction White Paper. He stated that while it’s not appropriate for the Ministry of Unification to evaluate other governments’ strategic documents, it will closely monitor the situation without making premature judgments.
Yoon emphasized that the government will continue to collaborate closely with relevant countries in pursuit of the Korean Peninsula’s denuclearization.
The U.S. NSS, released on December 5, notably lacked any mention of North Korea or denuclearization. This marks a significant shift from the first Trump administration’s NSS, which explicitly mentioned denuclearization of the Korean Peninsula and referenced North Korea 17 times. Similarly, China’s recent white paper on New Era Arms Control, Disarmament, and Non-Proliferation, published after a 19-year hiatus, also omitted any reference to Korean Peninsula denuclearization.
When questioned about the distinction between a nuclear-free Korean Peninsula and denuclearization of the Korean Peninsula, Yoon suggested that the terms are largely synonymous. It’s worth noting that President Lee Jae Myung recently introduced the phrase nuclear-free Korean Peninsula during his address at the 22nd Advisory Committee inauguration of the Democratic Peace Unification Advisory Council on December 2.
Regarding potential adjustments or reductions in U.S.-South Korea joint military exercises, Yoon commented that these decisions carry significant implications beyond military considerations, affecting inter-Korean relations and the overall situation on the Korean Peninsula. He added that future discussions on such matters, including training adjustments, may occur if conditions and circumstances permit.
In contrast, National Security Office Director Wi Seong-lac stated on December 7 during a press briefing at the Yongsan Presidential Office that while various options are being considered to promote Korean Peninsula denuclearization, joint U.S.-South Korea military exercises are not currently among them. This statement appears to contradict remarks made by Unification Minister Chung Dong-young, who had previously indicated ongoing interdepartmental discussions about potentially modifying or suspending joint exercises as a diplomatic gesture towards North Korea.
