On Wednesday, National Security Advisor Wi Seong Rak addressed North Korea’s allegations of South Korean drone incursions. He stated that neither the military nor the government was involved, emphasizing the need to investigate potential civilian sources.
During a press briefing at the Osaka Press Center in Japan, Wi warned that civilian drone operations under such circumstances would likely violate domestic laws as well as the armistice agreement, adding that the issue is a serious matter that cannot be ignored.
Wi elaborated that the government is not simply reacting to North Korea’s claims but is proactively assessing the situation through its own review. He emphasized that the process is not about engaging in dialogue with North Korea, but about conducting an internal investigation, adding that identifying any violations and taking appropriate legal action, including potential penalties, is the current focus.
The advisor noted that North Korea has previously sent drones toward South Korea, including incidents involving the Blue House and Yongsan, and said such actions also violate the armistice. He emphasized the need for a balanced approach, stating that authorities would address their own actions, exercise necessary caution, deal with related issues, and, if possible, prevent such violations from occurring altogether.
Addressing speculation that the drone incident could lead to renewed inter-Korean dialogue, Wi cautioned that although some may see it as an opportunity to improve relations, the government’s operational assessment does not share that optimistic view. He added that the approach must take into account not only the possibility of dialogue, but also legal frameworks, the armistice system, and overall stability on the Korean Peninsula.
Wi highlighted North Korea’s current posture, saying Pyongyang remains in a state of complete disconnect and strong hostility toward Seoul and Washington, a situation he said requires careful handling. He explained that the government is focusing on de-escalation, trust-building, the resumption of dialogue, and addressing immediate concerns, noting that this approach calls for a measured and thoughtful response.
Wi also said the government is reviewing the reinstatement of the September 19 inter-Korean military agreement and holding the necessary discussions. The agreement, a key military accord from the Moon Jae In administration designed to reduce hostilities, was suspended in June 2024 amid heightened tensions under the Lee Jae Myung administration.
He confirmed that the administration aims to restore the September 19 agreement as directed by the president, adding that discussions on the issue are ongoing. At the same time, Wi cautioned that this is not a single-track policy, noting that various factors and stakeholders must be considered. He explained that the government is coordinating internal positions, preparing for potential consequences, and developing contingency plans, describing the process as time-consuming.
Regarding the recent South Korea–Japan summit in Nara, Wi said both nations reaffirmed their commitment to complete denuclearization and lasting peace on the Korean Peninsula and agreed to maintain close coordination on North Korea policy.
