North Korea has designated specific areas for Saebyeol Street in Pyongyang’s Hwaseong district, intended for families of Russian soldiers deployed overseas. The regime has also initiated an administrative restructuring, establishing seven new neighborhoods, including Saebyeol-dong and Songam-dong.

Rodong Sinmun, the official newspaper of the ruling Workers’ Party, disclosed these details on January 31, referencing Decree No. 2100 of the Standing Committee of the Supreme People’s Assembly dated January 29.

The Standing Committee has defined Saebyeol Street’s boundaries, stretching from Victory Bridge through Daesongsan Intersection to Hamjanggang Rotary. They’ve also announced the creation of new districts in Pyongyang’s Hwaseong area: Saebyeol-dong, Songam-dong, Hwawon 3-dong, Geumneung 3-dong, Cheonggye 1-dong, Cheonggye 2-dong, and Cheonggye 3-dong.

The newspaper explained that this administrative reorganization is tied to the establishment of Saebyeol Street, which aims to commemorate the “immortal achievements” of soldiers who participated in overseas military operations. The street is described as blending artistic architectural design with advanced urban planning to create an ideal living space for residents.

This development follows Kim Jong Un’s announcement last August during a national commendation ceremony for deployed soldiers, where he revealed plans to create Saebyeol Street for their families in Pyongyang’s Daesong district. Since then, a large-scale housing complex has been under construction in the Hwaseong area. In October, ground was broken for a Memorial Hall for Overseas Military Operations to honor the Russian troops.

The administrative redistricting appears to coincide with the near-completion of the housing complex and memorial hall. The official confirmation of these new districts suggests that both Saebyeol Street and the memorial hall may be inaugurated soon. Some analysts speculate that these projects could be unveiled as achievements during the 9th Congress of the Workers’ Party, expected to be held as early as February.

The Standing Committee of the Supreme People’s Assembly concluded by stating that the Cabinet of the Democratic People’s Republic of Korea and relevant agencies will implement practical measures to execute this decree.
